No, the tag specific-card should not exist. The purpose of a tag is to label a category or topic that someone would either search for or watch. This tag does not do any of that, so it should be removed.
UPDATE: I have removed the specific-card tag.
The Autocard feature has been updated to use the new url format, and to improve on our encoding of card names so as to fix many (hopefully all) of issues with the old one. Here are some of my test cases:

Given all the other MTG tags are namedspaced into mtg-something, we should keep mtg-two-headed-giant as the primary tag and make two-headed-giant a synonym. (And drop the synonym if an independent non-MTG game called "two-headed giant" comes along.)
As of last summer (or winter if you are on the other side of the equator from me), tags with wikis are preserved. So if you tag a question with game that doesn't have any more questions, you may:
Write up a tag wiki, or
Ask another question.
Either will preserve the tag.

To add another reason to the other 2 answers... the primary way I use tags (and I would guess most people do as well) is to know if a particular question is one that I might be able to answer. Oh, this question is about MTG, Dominion, Catan? I know those games well, I should read this and see if I know the answer.
